To be fair, you’re comparing a set of characters you fell in love with over 60 some episodes with a cast that only has 7 episodes under it’s belt. I think through the first few episodes, Korra (both the overall show and the cast of characters) is much better than ATLA. I honestly didn’t think Book 1 of ATLA was that great; it only got really good in book 2 and 3. Give them more time to develop the show before you write it off as inferior to ATLA.
